The Presidential Decree 178/2014 includes the establishment and structure of the Cyber Crime Division, based in Athens and the foundation and structure of Cyber Crime Subdivision of Northern Greece in Thessaloniki.
The mission of the Cyber Crime Division includes the prevention, investigation and suppression of crime and antisocial behavior, committed through the Internet or other electronic media. The Cyber Crime Division is an independent central service, which reports directly to the Chief of the Hellenic Police.
The Cyber Crime Division consists of five departments which cover the whole range of users’ online protection and cyber security:
a. Unit of Administrative Support and Information Management,
b. Unit of Innovative Actions and Strategy,
c. Unit of Electronic and Telephone Communication Security and Protection of Software and Intellectual Property Rights
d. Unit of Minors Internet Protection and Digital Investigation
e. Unit of Special Cases and Internet Economic Crimes Prosecution
Unit of Administrative Support and Information Management
The responsibilities of the Unit of Administrative Support and Information Management are:
a. the handling of personnel issues, the management of money and materials, secretarial, administrative and technical support, and generally deal with the functional requirements of the Division,
b. the collection, analysis, evaluation, any correlation and processing of information and data relevant with the Division’s mission and the submission of processed data to the responsible Units of the Division for operational use,
c. ensuring specialized training and retraining of staff of the Division relevant to cybercrime issues, through the implementation of training programs, according to the needs of the operational Units and in cooperation with the Division of Training and Development of Human Resources of the Hellenic Police Headquarters, and with other relevant organizations or agencies of the country and other countries through the International Police Cooperation Division.
The Unit of Administrative Support and Information Management is also responsible for the Operational Centre, which ensures coordination and communication between the staff of the Division during its operational action. In the Operational Centre functions a 24/7 call center with a special complaints line, and electronic address (e-mail) for communication between citizens and the Division.
Unit of Innovative Actions and Strategy
The responsibilities of the Unit of Innovative Actions and Strategy are:
a. raise awareness on Internet and cyber crime issues among citizens and organizations, through the implementation of various activities such as conferences, meetings and teleconferences, as well as organizing other innovative actions in the field of combating cybercrime,
b. conducting strategic planning regarding cybercrime,
c. the dissemination of the social work of the Division by creating and managing profiles on social networking websites (Twitter, Facebook etc.), in order to communicate with the citizens and inform them about new threats and issues on cyber space,
d. monitor the developments on cybercrime issues, both regionally and internationally, in order to prepare a relevant annual study with conclusions about cyber crime issues in the country and proposals to effectively address them,
e. recording actions and statistics regarding cybercrime.
Unit of Electronic and Telephone Communication Security and Protection of Software and Intellectual Property Rights
The Unit of Electronic and Telephone Communication Security and Protection of Software and Intellectual Property Rights operates in accordance with the provisions of 7001/ 2/1261-ka dated from 28/08/2009 Joint Ministerial Decision of the Ministers of Interior, Finance and Justice (B’ 1879). Additionally, the Department is responsible for:
a. handling cases of hacking of computer systems and theft, destruction or unauthorized dissemination of software, digital data and audiovisual material committed across the country,
b. supporting other Agencies to investigate relevant cases taking into consideration the current legislation and
c. providing with necessary technical assistance the other Departments of the Division, in order to perform digital online investigation using modern technological equipment, digital and web- resolution of digital data, files and findings in serious cases.
Unit of Minors Internet Protection and Digital Investigation
The responsibilities of the Unit of Minors Internet Protection and Digital Investigation are:
a. the detection and prosecution of crimes committed against children using the Internet and other means of electronic or digital communication and storage
b. the investigation of online or electronic harassment cases (cyber bulling) and racist and xenophobic content on the Internet, as well as participation in suicide cases and suicide intent or cases of disappearance
c. assisting the competent public services to prevent suicides reported through Internet as well as the agencies investigating cases of crimes committed on the Internet in accordance with existing legislation.
Unit of Special Cases and Internet Economic Crimes Prosecution
The responsibilities of the Unit of Special Cases and Internet Economic Crimes Prosecution are:
a. the fight, in cooperation with the Division for Economic Police and other relevant national, European and foreign agencies and authorities, of economic crimes and especially crimes committed in the online environment by using electronic media and new technologies, causing detriment of the financial interests of public and national economy in general or have the characteristics of organized financial crime and their investigation requires specialized expertise.
b. continuous research in the internet and other electronic media and digital storage, for the detection and prosecution of criminal actions.
A similar structure and functions are foreseen for the Cyber Crime Subdivision of Northern Greece.
